Program Overview
The Department of Justice (DOJ) Office on Violence Against Women (OVW) has released the Grants to Reduce Domestic Violence, Dating Violence, Sexual Assault, and Stalking on Campus Program (Campus Program) with a Grants.gov deadline of July 8, 2025 and a JustGrants deadline of July 10, 2025 (link). Additionally, there is a Letter of Intent (Optional) due: June 24, 2025. The Campus Program provides funding for institutions of higher education to develop and strengthen effective security and investigation strategies to combat domestic violence, dating violence, sexual assault, and stalking on campus, develop and strengthen victim services in cases involving such crimes on campus, and develop and strengthen prevention education and awareness programs.
Program Priorities
- Measures to combat human trafficking and transnational crime, particularly crimes linked to illegal immigration and cartel operations, that support safety and justice for trafficking victims who have also suffered domestic violence, sexual assault, dating violence, and/or stalking.
- Projects to provide victim services, especially housing, and improve law enforcement response in rural and remote areas, Tribal nations, and small towns that often lack resources to effectively combat domestic violence and sexual assault.
Eligibility
Entities that are eligible to apply are: Institutions of higher education in the United States and U.S. territories.
An institution of higher education is an educational institution in any state that:
- Admits as regular students only persons having a certificate of graduation from a school providing secondary education, or the recognized equivalent of such a certificate; or students who have completed a secondary school education in a home school setting that is treated as a home school or private school under state law.
- Is legally authorized within such state to provide a program of education beyond secondary education.
- Provides an educational program for which the institution awards a bachelor’s degree or provides not less than a 2-year program that is acceptable for full credit toward such a degree, or awards a degree that is acceptable for admission to a graduate or professional degree program.
- Is a public or other nonprofit institution.
- Is accredited by a nationally recognized accrediting agency or association, or if not so accredited, is an institution that has been granted pre-accreditation status by such an agency or association that has been recognized by the Secretary of Education for the granting of pre-accreditation status, and the Secretary of Education has determined that there is satisfactory assurance that the institution will meet the accreditation standards of such an agency or association within a reasonable time.
Faith-Based institutions that meet the eligibility requirements for this program are eligible to apply. OVW will consider only one application for this program per institution.
Recipients of an FY 2023 or FY 2024 award under this program are NOT eligible to apply as the lead applicant or as a partner/subrecipient on an FY 2025 proposal. Likewise, an institution that is a partner/subrecipient on an FY 2023 or FY 2024 award under this program is not eligible to apply as the lead applicant or as a partner/subrecipient on an FY 2025 proposal.
Current recipients with a substantial amount of unobligated funds remaining (50 percent or more of the current award) as of March 31, 2025, without adequate justification, will not be considered for funding or may receive a reduced award amount if selected for funding.
OVW will not support consortium applicants in FY 2025.
